The new team will take the two grid spots vacated by Toyota at the end of last season after the Japanese manufacturer sold out to former F1 team owner Peter Sauber.
Sauber will race under the Swiss flag when they return to F1 for the first time since 2005. Their engines will be supplied by BMW, who withdrew from the sport as a constructor at the end of 2009.
A statement from the governing body confirmed: 'The FIA has written to inform BMW Sauber AG that their application for an entry in the 2010 FIA formula one world championship has been successful.
'Subject to their signing the Concorde Agreement, BMW Sauber will be awarded the 13th entry in the championship, taking the place of the departing Toyota team.'
Sauber were initially turned down for a place in F1 in 2010 because they refused to sign the Concorde Agreement, leading to Lotus being handed the 13th grid spot instead.
However, since Toyota announced they would be pulling out the FIA has had a change of heart and given it's full backing to the new manufacturer.
