In a speech during the weekend at the opening ceremony of his party's autumn conference in Bournemouth - the last before next year's general election - Mr Clegg claimed the Tories believe they can simply walk into government.
'The Tories simply believe it's their turn,' he said.
'They believe that they don't have to work for it, they don't have to prove themselves.'
Mr Clegg echoed the sentiments of Tory leader David Cameron in saying Labour's 'time is up' and they have 'let the country down'.
He added: 'We've already replaced them as the leading progressive party in the battle of ideas.'
But Mr Clegg rounded on Mr Cameron, calling him 'the conman of British politics'.
'He's put the con back into the Conservatives. Just telling people what they want to hear,' the Lib Dem leader continued.
'But the British people don't want to be taken for granted. And they don't want to sleepwalk into Blue Britain.'
The speech comes after several prominent statements highlighted the party's attraction to Labour voters, with commentators suggesting the Lib Dems could usurp Labour as the main opposition party to the Conservatives.
