Bilic had previously said that England were 'missing Englishness' since the arrival of Fabio Capello, which were interpreted as 'mind games' by the English camp.
But the Croatian manager says it was a compliment to Capello: 'I praised Capello and the English team.
'What I said was nothing negative. I said that Mr Capello is one of the best managers in the world.
'They are more organised and more solid. They control games almost completely.'
Bilic also went on to say that England will be one of the teams to beat in South Africa, should they qualify from the group.
'They are playing differently now than in 2007,' he continued.
'They should be better at a World Cup - if they qualify, of course.
'They will still have six months to train together and will be together for three or four weeks, so they will be better and better.'
Croatia arrive at Wembley in the wake of Arsenal forward Eduardo being banned for two games for diving, but Bilic defended his striker.
Bilic said: 'Eduardo is a complete man and a complete person.
'He's great as a player, great as a person, great as a father. He knows that he is 100 per cent, horizontally, vertically, diagonally, 100 per cent honest.'
