The former France defender lifted the trophy in 1998 courtesy of a 3-0 win over Brazil, who Desailly believes will be the Three Lions' main competition in South Africa next year.
England beat Belarus 3-0 last night to put the icing on the cake to a successful qualifying campaign under Fabio Capello where they booked their place in South Africa with two games to spare.
'Holland are another team that could win it,' he told inthenews.co.uk.
Desailly, who retired from professional football in 2006 aged 37, said South Africa 2010 could be overshadowed by power shortages across the country.
'I am worried about 'light-outs'... I hope they have enough electricity for every match.'
The former Chelsea defender also told inthenews.co.uk that he was impressed with the start of manager Carlo Ancelotti's reign at Stamford Bridge.
He said the 18-month transfer embargo imposed upon the Blues by Fifa was having a positive effect, further added to by the club signing up several players to long-term contracts, the most recent being Salomon Kalou and Alex.
'With Carlo, what's happened is the team has been brought together by the transfer ban and this has made them stronger,' Desailly said.
'He has secured players from inside. And since the first win that has given them more confidence.'
