But Fifa president Sepp Blatter said reports the 32-year-old Barcelona striker would be banned from the start of the World Cup in South Africa were premature.
'I have not said that Thierry Henry will be punished, I have said that Thierry Henry will be examined by the disciplinary committee of Fifa,' Blatter said.
'This is a matter of the disciplinary committee and it's not a question of this player or another - it was a blatant unfair playing and was shown all around the world, but I don't know what the outcome will be.'
Despite the Henry investigation, Fifa has cooled on the idea of using extra match officials during the finals in South Africa.
Six officials - including one behind each goal-line - have been trialled in the Europa League this season.
It is thought that Fifa would prefer a tentative use of technology rather than extra officials.
Henry admitted he handballed after the match and called for the match to be replayed, albeit only after Fifa had explicitly ruled this prospect out.
